Mr. Kao is a licensed architect, registered with California, Nevada, Hawaii and Texas. He received a Master's degree in Architecture and a Master's degree in City Planning from U.C. Berkeley. He has been the Chief Building Official for the City of Monterey Park since 1991, and will be retiring from the City in October after 25 years of service.
Before joining the City of Monterey Park Yung had six years of architectural practice with Tracy Price Associates in Santa Monica, Kerrigan Lynch of California in Los Angeles and Robins and Bown in Van Nuys. He opened his own design firm Architech Group in 1989.
Yung is a recognized code expert. He has served on many local, State and National code committees. He is author of several code amendments that have become part of the UBC and IBC. He was a consultant to China's Ministry of Construction when they drafted a plan review process for the country. Yung has been a building code instructor for the California Building Officials Association, and a frequent speaker at trade associations and East L.A. College.
